電商產業的高度發展為人們的生活帶來了便利,卻也產生了許多包裝廢棄物與碳排放。近年來世界各大電商平台開始推行綠色物流與綠色包裝政策,台灣政府為了提倡包裝循環使用率,與循環包裝業者及電商業者舉辦網購循環包裝試辦計畫,試辦結果包裝歸還率僅25%,對照歐洲國家所實施的循環包裝計畫結果其包裝歸還率有7成,故本論文將透過文獻分析法蒐集國內外政府與電商對於綠色包裝的政策,比較各國循環包裝業者與電商平台實施綠色循環包裝模式的異同,藉由專家訪談法探討國內業者對於國內外實施之循環包裝策略之接受程度與建議,訪談結果顯示,循環包裝歸還模式的可及度、消費者對循環包裝的觀感與認知程度的差異、業者使用循環包裝的利基點、政

府對業者的獎懲制度等,皆構成影響綠色包裝之發展因素。建議台灣包裝與電商業者能夠共同開發互利之循環包裝模式,以行銷手法促進循環包裝的普及化,讓品牌形象與環保意識結合,加深消費者對環保包裝之認同感,而政府透過法規的制定使電商業者使用包裝的材質與使用量透明化,並且建立獎懲制度,以增進業者使用循環包裝之動機。
